Training and History: As current senior pastor of the Lighthouse and president of the Charitable Foundation, The Rev. D. L.McQuinn Memorial Foundation Inc. Lois McQuinn, began her training as a Sunday school teacher, choir singer and soloist, prayer group leader, co-children’s worship leader and Children’s church co-director, as well as an In-home Bible teacher and evangelist with Calvary Pentecostal Church under the direction of Rev. R.A. Beesley.
After receiving her call to the ministry to plant Apostolic Churches in Saskatchewan, Rev. Lois McQuinn, along with her husband, Rev Donald McQuinn (now deceased) and their two children, Mitchell and Victoria, migrated from their vibrant home church in Sussex, N.B., where they served the Lord faithfully for over 13 years, to Lucky Lake, Saskatchewan in 1995.
While in Saskatchewan both Rev’s. Donald and Lois McQuinn completed their ministerial training, home missionary training and were ordained as ministers of the gospel under the direction of Rev. Galen Tracy and the Parkland Gospel Lighthouse Inc which later became the ALJC of Canada.
During their ordination on Dec.31, 1999 They were given the charge of Pastoral care to the local church assembly, The Outlook Gospel Lighthouse, and later organized the charitable private foundation, The Outlook Gospel Lighthouse Inc. in 2000.
Rev. Donald McQuinn began his training as a In-Home Bible study teacher, evangelist, bus ministry driver, cell house church leader and as a supporter of home missionaries, helping with church planting in New Brunswick while under the direction of Rev. R. A. Beesley of Calvary Pentecostal Church. He continued his formal training with the Indiana Bible College and completed his formal and practical ministerial training through Parkland Gospel Lighthouse Inc.
Rev. Donald McQuinn remained licensed with the Parkland Gospel Lighthouse Inc. until their merger with the ALJC when both he and Rev. Lois McQuinn were licensed under the Charitable Foundation of Outlook Gospel Lighthouse Inc.
The McQuinn’s then went on to plant 3 churches in Saskatchewan, two of which were turned over to the UPCI district of Central Plains.
Brother and Sister McQuinn continued to pastor the Outlook Gospel Lighthouse until Sister McQuinn’s illness in 2011, when Bro. McQuinn faithfully continued on alone until his death in 2020.
During her illness, Sister McQuinn went on to become a published author and internet online evangelist and worked as a spiritual counsellor for difficult spiritual cases within the Apostolic church body.
Following her husband’s death in Dec. of 2021.Sister McQuinn received a strong measure of healing and was able to resume the pastoral leadership of the church, now known as the Lighthouse and Presidency of the private charitable foundation, renamed in honour of Rev McQuinn, the Rev. D. L. McQuinn Memorial Foundation Inc.
Both Rev and Sister McQuinn were privileged to be mentored and trained by such outstanding Apostolic teachers and Pastors as:

- David Curtis – Missionary to China, Pastor, Evangelist using original RBD Foreign missionary training and methods.
- Galen Tracy – Home Missionary, Pastor and Superintendent of the A.L.J.C. of Canada (Deceased)
- William Bustard – Evangelist, Pastor, Prophet and Church Planter, specializing in deliverance ministry. (Deceased)
Today Lois McQuinn continues to pastor the church in Outlook, SK, with the help and support of her son, Rev. Mitchell McQuinn, also co-founder of the church and director of the Charitable Foundation.
Rev. Mitchell McQuinn acts as the UPCI liaison to the Charity, and as the online Bible teacher.
Lois McQuinn continues to manage the Foundations including, the church, the online evangelism division and the ministry to those in need. and is a licenced minister with the Canadian District Council, the 55th Episcopal District of the Pentecostal Assemblies of the World.
Through her online spiritual warfare course, ”Spiritual House Cleaning 101″ she has been instrumental in helping many churches and individuals worldwide become strong Christians, she remains active in helping Pastors with online evangelism through the Enroll to Grow program as well as providing spiritual counseling as needed, specializing in intercessory prayer, diversity of tongues, healing, deliverance, and special difficult salvation cases.
The Foundation provides Rev. Don McQuinn’s Teaching, Bible Studies and Quick study guides to pastors, churches and individuals as needed. His burden and legacy to see many embrace and obey the Biblical Gospel Of Jesus Christ continues to go forth and burn bright.

In a private ceremony held Friday, March 19th, 2021, Bro Moule was anointed by the board for this new position with his wife Angela Moule, by his side. Our heart felt congratulations and we pray the Lord use him mightily in this new ministry. as he serves our community.
Upon joining with the Canadian District Council, of the 55th Episcopal District of the Pentecostal Assemblies of the World. The Lighthouse is now blessed to come under the leadership and support of the Canadian Ministry Team of the Council.

Bishop Dr. Barrington E. Smith, D.D., M.C.ED, B.SC.
Father, Friend, Evangelist, Teacher, Preacher, Counsellor, Confidant, Intellectual are just a few of the adjectives that describe Dr. Barrington E Smith, Diocesan Bishop of the Canada District Council, Pentecostal Assemblies of the World. He carries a calm and cool confidence that brings a warm feeling to every environment he steps into. He has a very engaging smile that has lifted many out of depression, ministering strength to those who are weak while giving hope to those that feel hopeless.
Dr. Barrington Smith is the founder and Senior Pastor of Kingdom Life Ministries, one of the most vibrant and fastest-growing Pentecostal Churches, serving the Greater Toronto Area since December 1999. In just a few short years his inspiring messages and energetic anointing have touched and changed the hearts of many lives. He was called to the ministry at a very early age and to this day remains an anointed man of God with a strong passion for the growth and development of God’s people.
In 2007, Bishop Smith with a delegation of eleven missionaries visited several orphanages in Kenya, Africa. He was instrumental in the provision of beds, clothing, food, shoes, food, and other products to many orphans. His travel took him through the slum areas, ministering and praying for many sick and dying. To this day, he ensures that monthly financial support is sent to two of the orphanages there
Bishop Smith travels extensively for the ministry and otherwise. His travel has taken him globally, to places like Egypt, Israel, Jordan, Italy, Spain, Africa and many Caribbean Islands. Everywhere he goes, he is well received and he leaves a spiritual imprint in the lives of people over the world.
In December 2010, Dr. Smith authored and published his first book entitled “It’s for my good, surviving the storms of life”. In the first month since the publication of the book, it is receiving excellent reviews by those blessed to read what God had deposited in the mind of this man of God. One reader wrote, “I cannot put this book down, it is a page turner, it has motivated me to go on when I felt like giving”. He has also authored several other publications.
Professionally Dr. Smith is an Accountant that has served the Re/max Organization as Financial Controller for over twenty five years. He has obtained the following degrees: Doctorate in Divinity, Bachelor and Master in Christian Education and Bachelor of Science. He is one of the three Directors of the Cornerstone Academy of Biblical Studies. In addition he has served as an Executive Board Member of Shiloh Christian Institute since 1993.
Dr. Smith is a native of St. Elizabeth, Jamaica. He is the son of the late Bishop Herbert Edward Smith and Lurty Adassa Smith, the youngest sibling to four brothers and four sisters. In September 1989, Dr. Smith was united in marriage to Kareen Sandra Lancaster. Their union has produced three children, Kandice, Charice and Dylan.
